Important distinctions
Shanghai: This is a separate consultation from the Shanghai People's Congress opportunity reported October 26. The People's Congress is collecting proposals for local legislation, while the Justice Bureau is collecting proposals for municipal government regulations. Both close October 30.
Yunnan: This is also separate from the previously reported Yunnan People's Congress consultation. The provincial Justice Department accepts proposals for provincial government legislation through a different email address.
Benxi and Nanchong: Their announcements emphasize participation by local residents and institutions. Supporters outside those cities should confirm eligibility before submitting.
Recommended proposals
For these consultations, supporters can adapt the existing 14-point framework to propose companion-animal protection and management measures, including prevention of abandonment, humane stray-animal management, rescue and adoption, and enforcement against illegal animal trading.
For municipal government regulations, a suitable proposed title is:

Recommended action
Both consultations are suitable for adapting the existing 14-point animal-protection legislative framework from your Change.org campaign. I recommend selecting five to eight provisions most relevant to local government authority.
Important distinction: Neither announcement concerns an existing animal-protection bill. They invite proposals for legislation that authorities may consider adding to their 2027 legislative plans.
