According to Shelley Lynch, the NC FBI field office spokesperson, the FBI is conducting their own investigation that is separate from Mexico's investigation:

Question:  Is the holdup because Mexico put 'femicide' on the extradition instead of homicide/murder, and femicide isn't an extraditable offense. From my understanding, femicide is a classification under murder, but just more specific as to which type of murder. And murder is an extraditable offense. Can you clarify this? That the investigation is still ongoing, and it's not a holdup with the charge being listed as 'femicide' instead of murder/homicide?

Answer: "That's a question for the Department of Justice. As I have mentioned several times, the FBI investigation is completely separate from anything Mexico is doing. We have no role in extraditions. "

Furthermore, the Department of Justice spokesperson also responded. However, they simply referenced a previous statement from the FBI"

"I am pointing you to the statement issued by the FBI:" The FBI investigation into the death of Shanquella Robinson is ongoing. We know this is a difficult time for her family and the community. The FBI is working with the Department of Justice to conduct a thorough and exhaustive investigation."
