Rocky was a beloved family pet whose life ended in Klang, Selangor, during a council stray-dog enforcement operation that turned fatal. Videos circulating online show, in painful clarity, a wire or rope tightening around Rocky's neck as he struggled to breathe. His owner can be seen and heard pleading for his life, and at one point, in a desperate act of love, took out a knife to cut the rope herself. She was shouted at to put it away before she could free him. By the time the rope was finally released, Rocky was already gone.

No one should have to watch the animal they raised from a puppy die like that, inches away, while being stopped from saving him. That image — a family begging, a knife drawn in desperation, and a rope that would not loosen in time — is what has moved so many Malaysians to demand answers.

There are conflicting accounts of exactly what happened. The Klang Municipal Council (MBDK) has stated the operation was conducted under its dog-catching by-laws using standard equipment, and that a struggle with members of the public led to the dog's death. The family and an animal welfare group describe it as a deliberate act of cruelty. Both sides have lodged police reports, and investigations by the police and the Department of Veterinary Services (DVS) are ongoing, including a post-mortem examination of Rocky's body. Whatever the investigation ultimately finds, what is not in dispute is this: a family watched their dog die in front of them, unable to stop it.

We are not here to prejudge the outcome of that investigation. We are here to demand that it be thorough, transparent, and followed by real accountability, and that Malaysia's approach to managing stray and free-roaming animals be reformed so that no other family has to watch this happen again.

This case has shocked Malaysians and animal lovers around the world. Beyond the loss of one animal's life, it raises serious questions about how enforcement operations are conducted, how communities are expected to handle conflicts with stray animals, and whether existing animal welfare laws are being applied with the seriousness they deserve.

Animal cruelty is not a minor offence. Numerous studies have found links between severe acts of violence against animals and broader patterns of violent behaviour. When such incidents are not investigated thoroughly or prosecuted appropriately, public confidence in the rule of law is weakened — for people and animals alike.

We respectfully urge that this case continue to receive a thorough, transparent, and timely investigation.

We respectfully call upon the Malaysian authorities to:

1. Conduct a comprehensive and impartial investigation into Rocky's death, covering both the conduct of individuals at the scene and the conduct of the enforcement operation itself.
2. Ensure all available evidence — including the DVS post-mortem findings, eyewitness accounts, and any video recordings — is properly examined before conclusions are drawn.
3. Take appropriate legal action against any individual, including enforcement personnel, found responsible for unlawful cruelty, in accordance with the Animal Welfare Act 2015 and any other applicable laws.
4. Review and reform stray-dog capture procedures, so that councils nationwide use humane, trained methods and clear escalation protocols when the public raises safety concerns about roaming animals.
5. Keep the public informed, where legally appropriate, about the progress and outcome of the investigation.
6. Strengthen enforcement of Malaysia's animal welfare legislation more broadly, to deter future acts of cruelty regardless of who is involved.

 

Why this matters

Rocky cannot speak for himself. He cannot tell his story, only show it — in a video that thousands have now watched, wincing, hearts breaking, wishing they could reach through the screen and loosen that rope themselves. His owner tried. She grabbed a knife. She was stopped. That should never happen to anyone, ever again.

This petition is not about assigning blame before the facts are in, and it is not driven by hatred or vigilante justice. It is a call for due process — a fair, complete investigation, real accountability if wrongdoing is found, and a serious look at whether current stray-animal management practices put both animals and communities at unnecessary risk.

Every animal deserves protection from unnecessary suffering. Every Malaysian deserves a system that resolves these situations without cruelty.
