We demand answers and accountability in case 99/2/2025
In February 2025, three-year-old Keano Julies was involved in a road incident in Heidedal, Bloemfontein. According to information provided by Keano’s family, he sustained severe head injuries after he was allegedly run over by a vehicle.
Keano was taken to hospital, where he was declared dead on arrival.
A case was opened at Heidedal Police Station under case number 99/2/2025.
Nineteen months later, Keano’s parents are still waiting for answers.
The family says they have repeatedly sought information about the progress of the investigation and the reasons for the prolonged delay. They state that the matter was referred to SAPS Compliance, but they continue to face uncertainty about the status of the investigation.
The family has also raised serious concerns about evidence. They state that CCTV footage relevant to the incident was handed to police but was later unable to be accounted for. They further allege that the scene was not properly attended to or investigated.
These concerns must be properly addressed.
We are calling for:
• A clear account of the investigation into case 99/2/2025.
• An explanation of what happened to the CCTV footage and any other relevant evidence.
• Confirmation of whether the scene was properly attended to, investigated and documented.
• An explanation for the reported 19-month delay.
• Confirmation of the current status of the investigation.
• Confirmation of whether the matter has been referred to the National Prosecuting Authority (NPA).
• An investigation into any negligence, misconduct or procedural failures, if identified.
• Meaningful answers for Keano’s parents, subject to lawful investigative requirements.
This petition is not about determining guilt.
The allegation that Keano was run over remains a matter for the relevant authorities to properly investigate and establish.
This petition is about transparency, accountability and ensuring that the circumstances surrounding the death of a three-year-old child are properly investigated.
Keano was only three years old.
His parents have waited 19 months for answers.
They deserve answers. Keano deserves justice.
