Kind of strange update here. I was doing some research on rape and murder in neighboring states because I can’t figure out why this guy who murdered my sister hasn’t been caught.
I started researching the east coast rapist. He is serving life in jail in Va on 17 rapes but there’s so many coincidences that it’s more than ever important to get the dna from Joys case ran.
Please continue to share my petition. We deserve answers. Joy was a loving and kind sister. I miss her everyday and I need your help.

Here are the similarities and comparing The East Coast Rapist information off the internet to the murder of Joy and the Chester PA rape victim.
The east coast rapist was often homeless
He grew up in Prince George county in Maryland which is just the next county over from Anne Arundel county. It’s literally 10 miles from Annapolis MD
On top of it his father was a DC police officer.
Why does this matter? Creating a direct line to Joy in conversation and developing Rapport
All the reported rapes are off route 95
I went ahead mapped all the reported rapes and he would park his work truck and used his bike to prey on women. Which again he was circling that woman on a bike in Chester.
Hotel parking lots are often larger and easier to park larger work/commercial vehicles
The time line gap in the attacks. Where was the east coast rapist between 2001 and 2006? Was he striking in PA?
Refer to the FBI flyer about the east coast rapist. There’s a five year time gap in reported attacks.
Which says he often demands money and oral sex and has a timeline of the rapes
This man also was reported in an article that he was joking with a girlfriend to be Jamaican using a Jamaican accent
Which is interesting because the rape victim in Chester said he had Jamaican or Hispanic accent. Perhaps he was acting.
He also smoked Newport cigarettes this is what led to his capture and a tip about him.
Chester is exactly between New Haven and Dale city where reported rapes occurred.
The comparison of the sketches. The east coast rapist was frustrated that his sketches off 95 didn’t look like him. This one for the Chester crimes looks more similar than the east coast rapist sketches.
In addition the Chester pa rape victim said it appeared her attacker looked like a drug user. By 2011 his appearance drastically changed. Which could be from the homeless, cigarette smoking, perhaps drug use and raping of women.
He would threaten women with a knife, replica gun, screwdriver, broken bottle, or even a broken umbrella handle posing as a gun.
He has also attacked in February and June in different years.
Victims are female and are both Caucasian and black women
He had a tooth injury that it was reported chipped/broken so it’s possible it went gold or he put in a mouth grill to give the impression of gold teeth.
In 2011 he was 39 years old. 7 years earlier in 2004 he was 31-32 years old which fits the suspects description in the rape and murder.
Sometimes when he raped women he would pull off one shoe and one pants leg so it was harder to run.
This rapist stated he could have just as well been a serial killer. So was he at least a killer? A murderer of my sister?
Attacks at night near major highways again 95
Known to be meticulously neat so leads me to: Joys clothes were folded and neat and tidy in the hotel room
Joy was found in the hotel bathtub. Was she placed in the bathtub to discard evidence or was she put in the bathtub because the killer thought she was just passed out? Added the water and left. This could have been the first and only murder.
