Claire's mom not criminally responsible and in hospital care

It turns out Claire's mom has a mental illness and is in hospital care.  She did not intentionally abandon Claire or Hazel.  Claire is in the care of her dad until her mom gets better.  We would like the Province of Quebec to provide support for parents with mental illness so they can care for their children and companion animals.
