“Beyond the impacts to the adjacent wetland from construction activities as part of the proposed Million Air site, the location of a fuel farm and aviation hangar and the associated activities of filling and transporting fuel and aviation products to and away from this upper watershed area could result in a contaminant release that could jeopardize the quality of the wetland, surface water, and groundwater in this proven high value resource area below, downstream and down gradient of project site. For these reasons, the impact of this project must be viewed in a regional as well as local perspective.”
“Stormwater from the runway [at Pease Airport] and areas surrounding the Million Air site flow to wetlands, stormwater conveyance structures and ditches. This area is in the headwaters area of Hodgson Brook that flows to North Mill Pond and to the Piscataqua River in Portsmouth, New Hampshire."
Danna makes a series of recommendations, noting that “These additional measures will not eliminate exposure from the Million Air site but will help to reduce potential impacts to human exposure, biota, groundwater and surface water environments of Hodgson Brook and the North Mill Pond.”
