PETITION TO ENFORCE ELIGIBILITY OF CANDIDATES FOR FLORIDA DEMOCRATIC PARTY CHAIR

November 28, 2017
The results of the last election cycle have left the Florida Democratic Party with a serious trust deficit with the people of Florida. Going into the 2018 election season our party needs to quickly heal those wounds and rebuild the trust of the people, especially of the grassroots who will be asked to do the heavy lifting to make next November a win for Democrats. An organization cannot be considered trustworthy if they do not abide by their own charter and bylaws. Following our own rules is the least we can do to begin regaining the trust of the people.
We find our party currently without a Chair. On Saturday, December 9th we will hold an election for a new Chair. A number of candidates have come forward to answer the call to service, but one of them does not fulfill the eligibility requirements for a candidate set forth in our party charter:
THE CHARTER OF THE FLORIDA DEMOCRATIC PARTY (As amended November 1, 2015)
Article II State Executive Committee, Section 3 Officers
The State Executive Committee, at its organizational meeting, shall elect a Chair, a First Vice Chair, who shall be of the opposite sex from the Chair, a Secretary, and a Treasurer, who shall be of the opposite sex from the Secretary, each of whom shall be elected from among the county chairs, county first vice chairs, state committeemen and state committeewomen.
Monica Russo does not qualify under the above condition: she is not a Chair, a Vice Chair, nor a State Committeewoman. We would have the same objection of any person who did not meet the eligibility requirements; this is not specific to this candidate.
If at the election meeting a motion to suspend these rules is made, to allow an ineligible candidate to be voted on, this has the effect of telling the people that the Florida Democratic Party is not trustworthy. A motion to suspend the rules must not be made, or must not be seconded, or should be voted down by a majority for the good of our party. If such a motion is passed it will gravely injure the small amount of trust the people still have in Democrats. This can hurt our electoral chances for years to come.
The Miami-Dade DEC is conducting a forum on Thursday, November 30th which is scheduled to include Monica Russo amongst the candidates. This gives an air of legitimacy to an ineligible candidate. We strongly request that the Miami-Dade DEC rescind their invitation to Monica Russo from their forum.
