This open letter is in reference to your Ninth Circuit/Orange County sex criminal case, 2025-CF-003935-A-O. Its corresponding FDLE number is SX-80-0036. Your non-compliant registered sex offender is Chasyn John Rance/S Chasyn John Rance. It appears that FDLE Inspector Sean Coyle was the investigator of this case and he was overseen FDLE Special Agent Supervisor Jeremy Gordon.

For transparency purposes, this letter is being forwarded to Florida Attorney General James Uthmeier's office to accompany your two recent decisions rendered in the cases of accused sexual predators Jacoby Vontrell Tillman (2025-CF-013289-A-O) and Roger Anthony Cobourne (48-2025-CF-00345-O).
It appears that your assigned criminal, incorrectly stated to you in this case as "Chasyn Rance," is already violating terms of his negotiated probation. Moreover, it also seems that you have egregiously miscalculated his offender score.
Please be advised that this could be an additional recent sex offender case in State Attorney Monique Worrell’s Ninth Circuit courts that will draw publicity and state accusations of undercharging, sentencing that doesn't adhere to state minimums, and inadequate monitoring. Rance, in a plea hearing in your Court, agreed to six-month community control with electronic monitoring, followed by six-month probation conditions in Monique Worrell's Ninth Circuit court to not leave Orange County. This was below sentencing guidelines for his offender score. He agreed to these stipulations on or about this past October 3, effective immediately. He was publicly wrestling in front of children as the character “The Executioner,” with porn star Rhiannon Jones at a county in Nassau County on October 11, 2025. This was at the Northeast Florida Fair in Nassau County. His electronic monitoring should have detected this violation.
With his mask on, Rance approached underage girls at the fair and claimed to be an underage teenager himself. He invited these underage girls to his Central Florida rape-porn studio and home. Rance did not have clearance for this from the probation office. He did not disclose this work location to the Florida registry authorities per state laws for sex offenders.
This appears on Rance's own social media. "The Executioner" is also one of his "custom" rape-porn names used in the videos he produces for private clients. He appears with his secondary girlfriend, porn actress Rhiannon Jones from New York.

Florida Statute Statute 943.0435 mandates that registered sex offenders disclose all work locations, occupational titles, and aliases to the sex offender registry officials, regardless of probation status. He has not.

Only recently have the FDLE sex offender registry officials been apprised of his legal name, "S Chasyn John Rance," and his Ninth Circuit 2019 DUI case (2019-CT-008040-A-O : STATE OF FLORIDA vs. RANCE, S CHASYN JOHN). They have updated his registry page to reflect both names to better aid the public in searches. He was likely to receive his 20-year removal from the registry in 2030 had they not become aware of the DUI, in addition the FDLE's initiation of this 2025 case.

For reference, residents of Orange County have reported this registered sex offender's new crimes without success for several years. Apparently, each of the three charges for this Rance's recent convictions should have netted 28 points each. According to a standard calculator, three times 28 equals 84. Your offender sheet recorded 28 times three as equaling 56. This affects his sentencing on this case as on future cases. Rance, who is white, has been listed as "Other" for his race. More importantly, you have reported his prior offender score as 19. From what the public can determine, his incoming score from his previous sex case alone should have been listed as 154. This affects his sentencing on this case as on future cases.
There also doesn’t appear to be any mention or calculation of score from his DUI conviction from 2019, in which he used his legal name spelling (2019-CT-008040-A-O : STATE OF FLORIDA vs. RANCE, S CHASYN JOHN). Tiffany Moore Russell has personally been notified multiple times that he has a court record under two names, he's concealing this fact in Court, and the records are not cross-referencing (first names "S Chasyn" and "Chasyn"). He essentially has two different names in Orange County court records, and they do not cross-reference. He deliberately concealed this fact from the DMV, which can cause his vehicles to not be detected when he works in public schools and parks. Searches with the first name "Chasyn" do not attain the records under "S Chasyn" and vice-versa. Most residents are not aware of the two sets of names. If some residents had been aware in 2019 and 2020 that he was on probation for the DUI, they would have reported violations. People aware that he’d had a DUI could not find the case online because they searched under the name on his registry listing, which is the name he uses outside his porn career: “Chasyn.” That did not attain his DUI records as “S Chasyn.”
Earlier in 2025, a concerned citizen apparently contacted Florida Governor Ron DeSantis' office. In turn, his office contacted FDLE, which opened an investigation. Impressively, FDLE also issued a press release this past April. After a wait, three charges were apparently dropped. Three eventually proceeded.

Your Court has recently twice-approved Rance to continue living in his suburban home in the Waterford Trails neighborhood less than the state's mandated 1,000 feet from a school and swimming pool.
