There is an increasing public perception that the Duterte administration's anti-drug campaign is being waged "extra judicially", encouraging vigilantism and the killing during the raids of mostly poor suspected drug pushers or users. The PNP justifies the killings by claiming that the suspects either tried to grab the police officer's gun or the suspect had a gun and attempted to shoot at the police officers. Equipped with body cameras that can record on-going PNP raids, the public maybe assured that police raids are conducted according to established protocol, that maximum tolerance is exercised and killings, when resorted to, were justified.
