Hope all is well. My name is xxxx xxxxx. I want to Thank you for voting yes in 2018 on S.B.1040 for registering of surplus Military vehicles for on road use. As you know with lame duck season came many challenges.
I wanted to let you know that Senators Tom Barrett and Erika Geiss have submitted Senate bills 344 for Registering Surplus Military Vehicles for on road use , 345 for Titling Surplus Military Vehicles and Historic Vehicle definition and 346 to add Surplus Military Vehicles to the EPA exemption list even though the vehicles are already exempt from manufacture date.
The bills have continued support by the American Legion, MVPA (Military Vehicle Preservation Association), SEMA, MVCCMI (Military Vehicle Collectors Club of Michigan), Hemmings Motor News and many residence of Michigan and around the world.

Subject: Co-Sponsorship Opportunity

Today, Senator Barrett and I will have three bluebacks available for co-sponsorship on my desk. Our package of bills seeks to allow for the registration and on-road use of military surplus vehicles, including “Humvees”.
This originated from a constituent of mine who purchased a Humvee from a private party in Wisconsin, with an on-road title. Michigan would not honor reciprocity between states to transfer the title. To remedy this situation, other states have already enacted similar legislation or are currently in the process.
The first bill would allow for the registration of military surplus vehicles that have passed the Michigan vehicle inspection, which is written into the legislation, for on-road use in Michigan.
The second bill would expand the definition of historic vehicles in Michigan vehicle code to include certain military vehicles.These vehicles are owned solely as a collector’s item and for participation in club activities, exhibitions, tours, parades, and similar uses, but is not for general transportation.
The third bill amends sections 63 and 65 of Michigan’s natural resources and environmental protection act to exempt military vehicles from emissions inspection requirements in certain counties of Southeast and West Michigan. Neither program is currently being implemented, but they could be implemented in the future. Implementation of these programs would possibly create a problem for military surplus vehicles that were exempt from EPA standards when manufactured. This bill preemptively alleviates any potential confusion.
Similar legislation passed both chambers with overwhelming bi-partisan support but was vetoed at the last minute. This currentlegislation addresses some of the issues with the previous that were not able to be remedied due to timing.
