For 45 days, I lived a nightmare no one should ever experience.
I was told my father, Jimmy Edward Jeter, was dead.
I searched, begged for clarity, and fought for answers while being given contradictory statements, incomplete information, and what appears to be severe negligence, mishandling, and a total failure to follow basic law-enforcement and medicolegal procedures.
During this time, other family members knew the truth while I — his son — was left suffering.
Only later did I discover evidence indicating that my father may not have died at all, and is now allegedly living under a new name, “Jim Cornfield.”
The mishandling of this situation is beyond “a mistake.”
It is a systemic failure — and the officials involved must be held accountable.

🛑 WHY THIS PETITION MATTERS
This is bigger than one case.
There is a growing pattern of negligence, misconduct allegations, and civil-rights concerns connected to several Oklahoma and South Carolina law-enforcement agencies — including some already named by public watchdog organizations for serious issues such as:
• Negligence
• Mishandling of death investigations
• Failure to communicate with next-of-kin
• Constitutional and civil-rights violations
• Jail mismanagement and unsafe conditions
• Improper documentation practices
• Alleged misuse of authority
• Brady-List flags or misconduct entries
One example:
Public watchdog group Citizens Overseeing Oklahoma has publicly listed Sheriff Gary W. Dodd (Johnston County, OK) on their “Most Wanted” accountability list citing concerns including:
• A disputed fatal-force incident
• Jail-condition violations
• Alleged nepotism
• Due-process issues in facility operations
• Multiple misconduct-related reports in public databases
• Accusations of promoting a culture of unethical or abusive policing

If this is what happens publicly, imagine what goes unseen.

❗ MY CASE: A COMPLETE FAILURE OF DUTY
My father’s case involved:
• Conflicting statements about his condition and location
• Delayed or incorrect next-of-kin notifications
• A cremation that raises serious unanswered questions
• No consistent chain-of-custody explanation
• No clarity on whether remains belonged to my father
• Evidence suggesting identity mismanagement
• Agencies passing responsibility without accountability
• A total lack of transparency
• Emotional, mental, and financial devastation for my family
No one should ever have to investigate their own father’s death alone while agencies tell half-stories, lose track of information, or conceal basic facts.

1. Immediate removal or suspension of all officials whose negligence contributed to this mishandled case.

• Johnston County, OK

• Any agency involved in mishandling notifications, identity verification, documentation, or communication
2. A full independent investigation
Conducted by an outside agency, NOT the departments involved, into:
• Procedural failures
• Identity-verification practices
• Death-investigation handling
• Evidence handling
• Cremation authorization
• Communication failures
• Next-of-kin notification breaches
• All agencies and actors in both states
3. Mandatory policy changes statewide
Including:
• Notification and next-of-kin requirements
• Chain-of-custody standards
• Identity-verification protocols
• Mandatory transparency in death investigations
• Accountability for officials listed on public misconduct or Brady databases
4. Full public release of all documents related to my father’s case
Including:
• Body-recovery reports
• Coroner’s statements
• Cremation documentation
• Identity-verification steps
• All communications between agencies
• All photographs, logs, and evidence
The public deserves answers.
Families deserve respect.
And law enforcement must operate with integrity — not secrecy and negligence.
