Decisions like this should not be made lightly. Many people have expressed opposing views, and we should all voice the concerns of the public. JICA has promoted exchanges between African countries and Japanese local governments through numerous experiences. In contrast, voices are rising, asking, "Isn't there another way?" and "Shouldn't necessary support be prioritized?"

The new initiative announced by JICA during TICAD 9 involves a concept where Ehime Prefecture's Imabari City is paired with the Republic of Mozambique, Chiba Prefecture's Kisarazu City with the Federal Republic of Nigeria, Niigata Prefecture's Sanjo City with the Republic of Ghana, and Yamagata Prefecture's Nagai City with the United Republic of Tanzania as their respective hometowns.

This idea has the potential to contribute to the sustainable development of countries and regions, but there is a lack of concrete explanations on whether it is realistic and effective.
