The Issue

Hello my name is Brittany Hearton and I'm starting this petition because Their needs to be a law that when Violent offenders and sex offenders get  released on parole and put on a ankle bracelet the ankle bracelet should have a GPS tracking device on the bracelet  so authorities can know where they are at all times instead of a message being sent to a box in Illinois when the offender is 50/100 feet away to then notify The parole officer I believe that it should have a GPS because it could notify authorities at the proper time and possibly save lives My friend Kayla Fannon lost her life to soon so I'm now her voice I was one of the victims that escaped a murder suicide at 1211 West John h Gwenn on Feb.14,2019 this was one of the worst days of me and another survivors lives our best friend /sister was taken from us to soon as Her life was taken by her ex boyfriend David Jenkins I believe that kayla and Dave would still be here if Her call to PPD (peoria police department) was taken seriously the night she called for help Feb.13,2019 in between 11/12pm she called to report David Jenkins  threatening to kill her and me sending threatening text messages with pictures of him holding a gun and also a few recording's The officer then I asked her what would kayla like him to do she said well can you at least arrest him he is a felon with a weapon who is threatening to take my life also he is on parole recently released January 25, 2019 not allowed to be around kayla due to her being one of the 3 victims he was not to be around when released from prison he was out on parole from beating Fannon in 2017 while she was carrying his child The officer requested that Kayla emailed him the threatening text messages in the pictures that David sent her so he can send to Davids parole officer for review in the morning to see if they could pick David up and charge him kayla said so you're not going to arrest him the officer said that he had no grounds to arrest him that he needed her to send that information so he can see what can be done and Kayla stated what if he comes back and kills me The officer then told her that she has the right to defend herself we had nothing to defend ourselves with especially nothing to go up against a gun  I believe that the justice system does not take domestic violence serious enough because there are too many cases in America of women losing their lives due to repeated domestic violence situations I would like this law to be passed and Enforced in memory of Kayla Fannon so that her death does not go in vain
