JEE Mains Offline 2016 - Y U Make Incorrect Questions?

JEE Mains Offline 2016 - Y U Make Incorrect Questions?
The Issue
CBSE is a national body operated and financed by the Government of India. Every year, there are more than a million students that appear for JEE Mains (Entrance of Engineering). The board charges the students for application forms and it conducts this exam once a year. This implies that the board has the resources and time to deliberate, discuss, brainstorm, decide, approve and finalize the question paper and yet there are mistakes in the JEE Main exam year after year. For example, see the 4 incorrect questions in JEE Main 2016.
It is unprofessional to make millions of students go through this in 2014, 2015 and now again in 2016.
It took less than 24 hours for coaching institutes to identify these questions and announce it publicly. Clearly, we have a problem.
Here are a few things that could help:
Bring Accountability
a. Set up a committee of experienced individuals/professors that would overlook the full process of preparation of exam question paper and who would be responsible for errors in the same.
b. Start preparing the paper sooner - Given a whole year to prepare a paper, the authorities should prepare it quickly, and different professors should re-check and re-solve periodically (at least thrice) before the actual exam.
c. A framework that enables transparency in the process. So that even if there are mistakes found in the paper after the exam, students know what response to expect from the board and ensures that they take action. Eg, they could make a repository of incorrect questions and the professors responsible to encourage them to not make similar mistakes again.
