The Council for the Republic is the institution born out of the mandate for independence that the Catalan nation agreed to in the referendum of self-determination on 1 October 2017. It was founded by the legitimate Catalan government in exile of the president, Carles Puigdemont, and therefore acts before the world on behalf of the Catalan nation and that mandate.
Its existence and its external action have been formally recognised by the Catalan Parliament.
The Council's International Action area appoints external delegates and deploys its diplomatic network to contribute to the international recognition of the Catalan nation and its right to self-determination, of the will for independence expressed in the 2017 referendum, and to build a coalition in favour of an advanced normativisation of the right to self-determination of the peoples, to Europe and to the rest of the world.
