À Monsieur Romain De Reusme, Bourgmestre d’Ixelles

Wij willen in goede omstandigheden in Elsene blijven wonen

Wij willen hier blijven.

Hoogachtend,

De ondergetekende inwoners en handelaars van Elsene

Collective Letter from Residents of Ixelles Neighbourhood

Dear Mayor,
Dear Aldermen,

We are writing to you collectively as residents of the area around Place Fernand Cocq, Rue Souveraine, Rue Mercelis and the surrounding streets.

We are residents from different backgrounds, who have lived in the neighbourhood for varying lengths of time, and with diverse family and professional circumstances. Some of us have lived here for many years, while others have arrived more recently. Nevertheless, we share a strong attachment to Ixelles and, above all, a growing concern about the changes taking place in our daily environment and about safety.

We would like to share these concerns with you in a constructive manner, before the difficulties we are experiencing become even more serious.

A deterioration that we are witnessing on a daily basis
Our approach is not motivated by opposition to diversity, social mix or the presence of different groups in public spaces. On the contrary, we believe that this diversity is part of the identity and richness of Ixelles.

However, we currently have the feeling that several problems which were previously occasional are increasingly accumulating and becoming more visible and more frequent.

In the area concerned, we are increasingly confronted with situations that affect our sense of safety and our quality of life: people sleeping or remaining for prolonged periods in public spaces, visible drug use, gatherings, disturbances, illegal dumping, cleanliness issues, behaviour that can at times feel intimidating, incidents of violence, as well as concerns about an increase in thefts and burglaries.

Taken individually, each of these phenomena may appear to relate to a different issue.

But their accumulation is gradually changing the way we experience our neighbourhood.

In particular, we are seeing certain situations recurring in the same locations and certain forms of nuisance becoming an almost daily feature of public space.

What particularly concerns us is the risk of normalisation: when residents begin to consider it normal to avoid certain situations, to be more vigilant when returning home or to change their habits, this means that something has already changed in their sense of safety.

A concern that particularly affects families
Our neighbourhood is lively, densely populated and family-oriented.

Many children live here and move around the area every day. Families use the schools, nurseries, shops and public spaces in the neighbourhood.

We simply want these spaces to remain places that can be used normally.

Being able to come home in the evening, accompany a child to school, walk with a pushchair, allow a teenager to return home alone or simply walk down a street should not be a source of particular concern.

We are not claiming that our neighbourhood has become unliveable, nor that every resident has exactly the same experience.

But the fact that a sufficient number of local residents now share these concerns seems to us to justify the situation receiving careful attention from the municipal authorities.

Recent events that have reinforced these concerns
The events that have taken place recently in Ixelles have naturally reinforced our concerns.

The recent operations by the Brussels-Capital/Ixelles police zone concerning drug trafficking in Ixelles, together with reports made by local residents and shopkeepers, also show that these concerns are not purely subjective.

We would therefore like to better understand how the Municipality and the police zone currently assess the evolution of the situation in our area, and what measures are being considered to prevent any further deterioration.

A simple request: the opportunity to speak with you
At this stage, our aim is not to assign blame or to demand specific measures without understanding all the constraints faced by the Municipality.

Above all, we would like to open a dialogue with the relevant authorities.

We would like to present our shared concerns to you directly, understand what measures have already been taken, learn about the actions being considered, and understand how the different services — police, prevention, cleanliness, social services and municipal services — are working together on these issues.

We also believe that speaking directly with residents would allow the Municipality to gain a better understanding of what is actually being experienced on the ground, beyond individual reports.

We want to continue living in Ixelles in good conditions
We chose this neighbourhood for many different reasons: its location, its shops, its schools, its local community, its open and multicultural character, or simply because we have built our lives here.

We want to stay.

We are not asking for a neighbourhood without problems. We understand that a large city has to deal with poverty, addiction, crime, disturbances and many other social realities.

We are simply asking that these realities do not gradually become the norm of everyday life for residents.

Our approach is therefore above all one of prevention and dialogue.

We would rather share our concerns with you today, while there is still an opportunity to act preventively, than wait for the situation to deteriorate further.

We therefore respectfully ask you to organise a meeting with residents and shopkeepers from the Fernand Cocq – Souveraine – Mercelis area, so that we can speak directly with you and with the relevant municipal representatives.

We are convinced that constructive dialogue between residents and the authorities can help us better understand the situation and identify appropriate responses together.

We sincerely thank you for the attention you will give to this collective initiative.

We hope that we can count on your willingness to listen and on your availability for a meeting in the near future.

The undersigned residents and shopkeepers of Ixelles
