Dear Indiana Legislators:
We, the undersigned, are concerned citizens who urge the Indiana legislature to pass House Bill 1152 Traffic Amnesty Program authored by Indiana State Representative Shackleford.
Listed are startling facts that support the growing concern regarding suspended driver's licenses in Indiana.
- According to a report from students at Indiana University (2016), there is an estimated 420,000 Indiana residents whose driver’s licenses have been suspended.
- Of those 420,000 Indiana residents, more than half of them have suspended driver’s licenses due to unpaid traffic fines.
2014 Indiana Office of Fiscal and Management Analysis key findings indicated:
- $17,700,000 in annual revenue was projected from increased license reinstatement fees starting in fiscal year 2015.
- Actual revenue generated came to only $9,788,770—nearly $8 million short.
These findings show that many Hoosiers are unable to pay license reinstatement fees. This issue results in prolonged licence suspensions for many Hoosiers, limiting their ability to transport to and from essential locations such as their workplace, their children’s schools, supermarkets, and health centers. These barriers ultimately lead to financial insecurity, emotional unstableness, and food insecurity for many families of Indiana, disproportionately impacting low-income minority Hoosiers. A traffic amnesty program will reduce these barriers by allowing Hoosiers to pay back debts and reinstate suspended licenses. The well-being of our communities must be a priority.
