Justice against MISCONDUCT of the principal secretary Department of Health Bihar

The Issue

I just want to draw your kind and urgent attention towards bureaucratic terror floating in Health Department , Secretariat, Bihar.

I recently fell victim of it on 19 Septemebr 2018, When I visited principal secretary Mr.Sanjay Kumar with prior appointment (TAKEN TWO DAYS BEFORE) for my grievance pending for years due secretarial delays and ignorance. The principal secretary made me stay in his chamber for around 15-20 minutes like a punished school going child and finally moved to me with fiercing eyes and asked me to get out of his chamber in front of his subordinates for I had one of my shirt buttons (the upper one) unbuttoned. Instead of allowing me to utter a word he suddenly shouted and asked me to get out in front of his subordinates sitting inside his chamber. This humility has put me , my patients and all my well-wishers in grief.
I have been serving humanity in PMCH psychiatry dept since 1986 and working as Associate Professor since 1989. My seniority has been ignored since 1989.My promotion has been delayed. I filed a petition in the court in 2012 regarding my ignored seniority and promotion. Around 6 years have passed in judiciary. Now I doubt if the judgment would come when I retire.
The incidence has greatly disturbed me and I am not able to understand
- if I really violated the protocol of meeting an IAS officer
- if it is unfair to put one’s grievance before the competent authority
- if bearing this sort of humility has become common in this good governance
- if it is cessation of my democratic rights.

Kindly put a very serious look into and help in getting lost self-esteem due the bureaucratic terror of Mr.Sanjay kumar (Principal Secretary, health Department, Patna Secreteriat, Bihar).
Also expedite the justifying procedure so that I get my right of promotion before I retire.
