Why the judiciary and Govt not acting

When the President of India has signed and approved death penalty to those convicted of raping a minor below the age of 12, still why not the govt of Telangana not taking stringent action on the convict so far. 

The verdict and intervention of the Govt should be a strong guard for those who are prone to such barbaric acts.
