Unfortunately, City Council voted to approve this updated fee structure that completely excludes roadways from development impact fees.

They claim it is more financially beneficial for developers to be required to build half-streets instead, but there are numerous examples where this was either not enforced or resulted in objectively worse road conditions (looking @ you, Waddell Road and all of your scalloped roads!). 

Public hearing for this is going to be on Tuesday, May 21st at 6pm in the Council Chambers at City Hall. This public hearing on the new development impact fee structure our Surprise City Council just unanimously voted to approve despite the roadway impact fees being stricken from the initial study from TischlerBise's findings.
