About Joshua

Joshua Robbins was 23 years old when he died on 29th January 2026.

He died after leaning against a communal safety railing at his home in Thurston Dwellings,

Holborn, London. The railing gave way. Joshua fell from the fifth floor and sustained

catastrophic injuries from which he did not survive.

He should not have died. The railing should have held him.

Joshua cared deeply about people. He was kind, funny and full of life. His death leaves a

void that cannot be filled.

This campaign is his legacy. The Joshua Test is named in his honour — not as a monument

to grief, but as a practical tool to ensure that no other family has to experience what his

family now carries every day.

The Single Legislative Ask

Make it the law — not the guidance — that balconies, barriers and

communal railings in residential properties must be physically

tested for structural safety at regular, mandatory intervals.

The No More Falls campaign has one central demand:

That Parliament introduces legislation requiring mandatory physical safety testing of:

• Balconies and balcony barriers

• Communal railings and handrails

• Stairwell barriers and edge protection

• Any fixed structure in a residential property whose primary purpose is to prevent a fall

This testing obligation should apply to:

• Social housing landlords and local authorities

• Housing associations

• Private landlords with residential tenants

• Managing agents responsible for communal areas

• Freeholders with ongoing maintenance obligations

Current guidance is not enough. Guidance can be ignored. Guidance can be deprioritised.

Guidance does not carry criminal or civil consequences when it is not followed.

Only legislation creates the enforceable duty of care that residents deserve.
