SUBJECT: URGENT PETITION FOR ENTRY BAN AND GLOBAL SANCTIONS AGAINST MS. KOBUSINGYE ADRINE (NRM CEC MEMBER)

 

To the Relevant Sanctions Authorities,

 

I am formally submitting this petition to request the immediate imposition of an entry ban and targeted sanctions against Ms. Kobusingye Adrine, the National Chairperson of the NRM Women’s League and a member of the Central Executive Committee (CEC) of Uganda’s ruling party.

 

New evidence, including public disclosures under the #ExposeHERweek campaign (see attached Exhibit H), corroborates long-standing allegations of serious corruption and the abuse of high-ranking political office for private gain.

 

1. Primary Allegations: Corruption and Misuse of State-Linked Funds

Ms. Adrine is currently at the center of a public exposure campaign regarding:

 

• Illegal Land Acquisition: As detailed in our primary dossier, Ms. Adrine used her political influence to illegally seize and develop matrimonial property belonging to a UK resident, Mrs. Riziki Mabuye. and other families in Uganda 

 

• Misuse of NRM Women’s League Funds: Recent public reports from legal counsel and party whistleblowers (e.g., Counsel Mwijukye Ivan) indicate that Ms. Adrine is accused of the systemic misappropriation of funds designated for the NRM Women’s League. This demonstrates a pattern of financial misconduct that falls directly under the UK Global Anti-Corruption Sanctions Regime.

 

2. Abuse of Office and Judicial Obstruction

Ms. Adrine’s membership in the Central Executive Committee (CEC) provides her with "untouchable" status in Uganda, which she has used to:

 

• Shield herself from High Court rulings (Civil Suit No. 426 of 2021) that declared her property transactions void.

 

• Intimidate law enforcement, rendering police reports (SD REF 65/24/02/2021) filed by the victims useless.

 

3. Public Interest and Global Impact

The attached evidence shows that Ms. Adrine’s actions are a matter of significant public concern in Uganda. Furthermore, the victim, Mrs. Mabuye, is a lawful UK resident. Ms. Adrine’s ability to travel freely to the UK or the US while actively violating the rights of their residents and misappropriating public funds is an affront to the rule of law.

 

4. Annexures for Review

 

• Exhibit H (New): Verified social media and public disclosures from legal professionals (#ExposeHERweek) highlighting illegal land matters and fund misuse.

 

• Annexure E: High Court of Uganda rulings confirming the illegality of her land possession.

 

• Annexure C: Proof of her commercial interest in Hotel La Vena (U) Limited, built on the contested site.

 

Request for Action

Given the mounting evidence of financial corruption and human rights abuses, we urge your departments to designate Ms. Kobusingye Adrine for:

 

1. A Travel Ban: Revocation of any existing visas and a permanent entry ban.

 

2. Financial Scrutiny: Investigation into any UK or US-based assets or banking transactions linked to Ms. Adrine or her business entities.
