Implement Restrictions on ICE Operations in Sensitive Locations in NY

The Issue

The essence of this petition stems from a growing concern for the well-being of undocumented immigrants, who are integral parts of New York's vibrant community. Across the state, there are approximately 775,000 undocumented immigrants contributing to the economy and community (source: Migration Policy Institute, 2020 data). However, their safety and ability to contribute to society is being threatened by increased Immigration and Customs Enforcement (ICE) activity in sensitive locations, such as schools, medical facilities, and courthouses.

The current ICE directive, promulgated in 2011, recognizes places such as these as "sensitive locations" where enforcement actions should not take place unless exigent circumstances exist. However, there have been numerous reported instances of ICE making arrests at these very places in New York, serving as a deterrent for undocumented immigrants to seek essential services (source: National Immigration Law Center, ACLU).

This action threatens public health and safety, and it creates a hostile environment for immigrants. We propose that New York takes concrete steps to recognize and enforce the 'sensitive locations' directive, providing undocumented immigrants a safe space to contribute to the community and seek necessary services without fear. It's time to stand with our neighbors and show that New York is a city that values all of its residents.
