Implement EO 59 Now and End Unjust Pound Euthanasia and Animal Neglect in Cebu Province
The Issue
In October 2025, Executive Order No. 59 (EO 59) raised hopes for a stronger, more humane, and accountable animal welfare system in Cebu Province.
More than a year later, we must ask: What has actually been accomplished?
Despite the commitments made, concerns persist about the treatment of animals in government pounds. Rescuers continue to report the euthanasia of healthy dogs and cats, as well as neglect and preventable deaths. Animals remain vulnerable while promised reforms—including better pound facilities, adequate veterinary services, and humane animal population management—have yet to be fully realized.
For the animals who have already died, promises came too late. For those still in government custody, further delay puts more lives at risk.
EO 59 must not remain a policy on paper. Its commitments must translate into concrete action, transparent implementation, and lives saved.
THE CALL TO ACTION
We call on Governor Pamela S. Baricuatro and Provincial Veterinarian Dr. Mary Rose Vincoy to fully implement EO 59 and take urgent, measurable action to:
- Account for implementation: Publish a progress report detailing accomplishments, pending commitments, resources, and clear timelines.
- Investigate and address pound deaths: Investigate reports of indiscriminate euthanasia, neglect, starvation, and preventable deaths in government pounds, and make findings public.
- Enforce humane pound standards: Ensure adequate food, clean water, proper shelter, veterinary care, transparent records, and accountability.
- Fund humane alternatives: Strengthen rescue, adoption, vaccination, responsible pet ownership, and sustained, science-based spay and neuter programs.
- Require compliance and transparency: Conduct regular inspections, set deadlines for corrective action, and meaningfully involve animal welfare organizations in monitoring.
We are not asking for more promises. We are demanding the fulfillment of existing commitments and immediate action to protect animals.
Every animal deserves humane treatment. Government pounds must be places of responsible care—not places where healthy, treatable, and adoptable animals are indiscriminately killed or left to suffer.
Please sign and share this petition. Add your voice to the call for accountability, humane pound management, and the full implementation of EO 59 throughout Cebu Province.
Together, let us turn policy into action and prevent more needless suffering and deaths.
