• 18 U.S.C. § 1505 – Obstruction of proceedings before departments, agencies, and Congress

→ prohibits corruptly influencing or impeding congressional proceedings.

• Article I, Section 5, Clauses 1–4 – U.S. Constitution

→ establishes the House’s duty to meet, seat members, and prohibit prolonged adjournment WITHOUT Senate consent.

• House Rule IX & Rule I, Clause 2

→ authorize a motion to vacate the chair when the Speaker acts contrary to the House’s interests or obstructs its work.
