unfortunately Australian states forgot Onshore graduates and started inviting people offshore is it fair??

what about international students who spent lots of effort, money and at the end they are struggling with visa situation is it fair??

statistics showed that even after covid restriction and lockdown Australian states prefer to invite offshore applicants and also eligibility criteria really hard for Onshore applicants
