Six months after the outrage on the first incident of child rape in a high end school came to light, there has not been much change in ground reality, with more cases coming out everyday at an alarming rate. Out of 289 cases registered under Protection of Children Against Sexual Offenses Act (POCSO) in Bangalore in the last two years, there have been only eight trials, while the law in fact states that POCSO cases should, ideally, be wrapped up in a year. In fact, on the day of the Uber rape, another 848 women in India were tortured, raped or killed. Why did we not protest against each one of those crimes? Perhaps if we had we might have been able to catalyse real change between December 16, 2012 and December 5, 2014. Mean while various actions(read announcements)taken in Bangalore, 1. An expert Committee has been set up with 26 eminent people on 1st August to suggest changes to law related to sexual assault and enhancement of punishment. This panel is yet to submit its report. And God knows when the Govt will act on it. It clearly shows, how much of a priority is this issue to the Govt. 2. An announcement has been made by police abt making sexual offenders list available at all police stations. 3. An announcement is made about installing CCTVs at important junctions in the city. 4. A draft Child Protection Policy has been designed, but held up. This draft mandates PTAs in schools. Why? Dear friends, this shows, we need to continue our fight with more vigor and intensity.
