Only passing orders won't do!

Why has the Karnataka Government not started OSCC centers yet??? Below is the the order released by Govt of Kar on 12/06/14. A similar order from Central Govt to set up fully sponsored Nirbhaya Centers was released on 29/07/14 to all states. 4 months into it.....Karnataka Govt has not executed either of the projects!!!! _________________________________________________________ Proceedings of Government of Karnataka Subject: To set up " One stop Crisis Centers" for providing medical treatment and other facilities to women victims/ survivors of violence under the same roof as announced in the Budget 2014-15 Reference: Proposal of Director, Women and Child Development Department; Letter No.MMA/MKV/NMEW/OSCC/37/2013-14 Dated:12.03.2014 Proposal: As announced in the budget 2014-15, "One stop Crisis Centres" for providing integrated facilities like Emergency Medical Treatment, Police Aid, Legal Aid and Counselling Facilities to women victims/ survivors of violence under the same roof shall be set up in all the 30 districts in Karnataka including 5 in Bangalore. In Bangalore the centers shall be set up in 5 prestigious hospitals that have all the facilities namely Bowring & Lady Curzon Hospital, K.C.General Hospital, Bangalore Medical College, NIMHANS and Jayadeva Institute of Cardiovascular Sciences & Research. Setting up of 35 " One stop Crisis Centres" in total has been announced. Director, Women and Child Development Department has written to the Government of Karnataka seeking an administrative approval to set up these centres in the state. After detailed discussion the following was ordered: ___________________________________________________________ Government Order No: MME 70 MMA 2014, Bangalore, Dated: 12/06/2014 ___________________________________________________________ As per the reasons outlined in the proposal for setting up of " One stop Crisis Centres", an administrative approval has been given. These centres shall be set up by the Director, Women and Child Development Department in partnership with Health and Family Affairs Department, Police Department, Legal Services Authority and NGOs. Annexure stating the Guidelines and Standards to start these centres has been attached with this order. The grant required to set up these centres will be taken from the grant awarded for Scheme For Protection of Women against Domestic Violence (Ref: Account titled-2235-02-103-0-52). Annexure The Guidelines and standards to be followed to start the " One stop Crisis Centres" are given below: Objectives: • To provide integrated facilities like Emergency Medical Treatment, Police Aid, Legal Aid, Counselling Facilities and Women help line to women victims/ survivors of violence under the same roof; • To provide integrated rehabilitation services to survivors of violence through public health services in coordination with concerned Departments Basic facilities to be made available at the Centres: • In each district hospitals, 3/4 rooms should be provided to accommodate these centres (OSCs) • All kinds of treatments including medical experts services should be made available. • Hospitalization facilities for emergency medical treatment for women victims/ survivors of violence will be made available • In addition to the above, these centres should provide Police Aid, Legal Aid and Counselling Facilities to women victims/ survivors of violence. • These Centres should run 24/7 and social workers nominated by the NGOs should be available round the clock. • 24/7 women helpline 1091 facility should be made available. ------------------------------------------------------------------------------------------------- Duties of OSCC for women:Below are the services and help provided in OSCC • Medical test and treatment through hospital • Filing FIR and Legal Aid from Local Police Stations • Counselling-Counsellors nominated NGOs • Legal counselling and legal aid-Karnataka Legal Service Authority/District Legal Services Authority • Safe and secure shelter and habitation-Women and Child Development Department --------------------------------------------------------------------------------------------------- Quality of specific services: • Same kind of treatment should be provided to all the women affected by violence irrespective of nature of sexual and domestic violence,the place of crime, their legal and social status. • OSCC must prevent further violence by providing qualitative and sensitive treatment. • Mandatory training should be given to all members who are involved in OSCC to effectively handle the cases of physical violence against women. • Training Should be provided to the staff of OSCC to maintain secrecy and confidentiality about nature of treatment and related documents. ------------------------------------------------------------------------------------------------- Following persons to be present during medical examination, treatment,counselling are • Presence of persons whose services are essential • Victim and persons (family members) requested by her • To set up a Help desk which includes trained counsellors nominated by NGOs that would work round the clock. • Counsellor should work as a facilitator
