On 04/24/2019 AJ Frueund, The body of a 5 year old boy residing in Crystal Lake Illinois was discovered wrapped in plastic in a shallow grave. The parents Andrew Frueund and JoAnn Cuttingham are alleged to have committed his homicide.

Prosecutors said A.J. was forced into a cold shower for an extended period of time, and then then struck several times on his body until he died. It was not immediately clear exactly what actions each parent took in his murder.

Its known that AJ was taken from his parents at birth due to an illegal drug substance which was found within his body at birth. The parents completed all steps required to satisfy Illinois "loose" requirements for his return to their custody. Illinois Department of Family Services conducted numerous checks on the family. During those checks DCFS continued to find alarming signs which should have resulted in temporary removal if not permanent removal of all children at the residence. 

We the people are requesting the following recommendations and/or changes to existing policies and law:

a) Safety and Wellness inspections are to be on-going, annual, and random in nature for 7 years from the date of significant findings leading to the removal of a child from his birth parents care.  
b) If illegal narcotics were somehow found to be related; parents and/or caregivers who are responsible for the childs direct care must drug test randomly at their expense at an interval determined by the users DEA drug class. The higher the substance level the more frequent the testing. 
c) Parents or Caregivers who continue to show signs of drug dependency or abuse must surrender children to the state until the courts have determined a child may return to a safe environment. 
d) Reports of Abuse and/or Neglect to households which have received multiple reports within an annual calendar year which is believed to place a child(s) direct health in jeopardy must be acted upon by DCFS and must be unannounced. 
e) Reports of Abuse and/or Neglect initiated by Law Enforcement, School Administration which is believed to place a child(s) direct health in jeopardy must be acted upon by DCFS and must be unannounced.
