House Bill 1960 was created as a result of the destruction impacting the Socioeconomic foundation of Black-African American Communities throughout the nation with a focus on the state of Illinois as described in HR-1320.   The bill has been passed and became an official Act in June 2021.  The obvious oversights and lack of motivation to amend this bill are grim reminders of the lack of respect and true commitment to equity reform rather intended or not.
