To the Government of Anguilla and the Royal Anguilla Police Force:

Anguilla’s beaches are the foundation of our country. They shield our coastal communities from devastating storm surges, sustain our marine ecosystems, and power our entire tourism economy.

Right now, our coastlines are under direct, systematic attack. Illegal sand mining is being carried out across our island on an industrial scale. Week after week, heavy machinery and dump trucks are stripping away raw aggregate and hauling it off for private profit.

The damage to our island is escalating rapidly:

• Severe Coastal Erosion: Stripping sand from one site disrupts natural shoreline protection, triggering rapid erosion on adjacent beaches, stripping away vegetation, and exposing roads and coastal property to sea damage.
• Irreversible Ecological Damage: The destruction of fragile dunes and beach profiles destroys critical habitats and undermines the natural recovery of our coastline.
• Economic Threat: Undermining our beaches directly threatens the sustainability of Anguilla’s tourism industry—jeopardizing the livelihoods of every resident who depends on a stable island economy.

Prohibitive laws exist on paper, but the complete absence of visible enforcement has created an environment of impunity. Extraction sites are obvious, tire tracks are undeniable, and perpetrators operate openly because they face no consequences.

While the RAPF operates an online Confidential Reporting System (gov.ai / research.net/r/KeepAXASafe), community reports detailing heavy equipment movements and night extractions yield no visible police response.

Enough is enough. We, the undersigned citizens, residents, and advocates for Anguilla, demand immediate, decisive action to enforce our laws and protect our shorelines.

OUR DEMANDS

We call upon the Royal Anguilla Police Force and the relevant Government Ministries to execute the following immediate actions:

1. Active Interception & Patrols: Deploy dedicated RAPF patrols and targeted road checks along vulnerable coastal access points and known extraction routes, specifically during off-peak and nighttime hours.
2. Impoundment of Heavy Equipment: Fully enforce statutory penalties by immediately impounding dump trucks, excavators, and transport machinery caught engaged in or transporting illegally mined aggregate.
3. Dedicated Action on Digital Reports: Allocate rapid-response personnel to prioritize incoming tips submitted via the RAPF Confidential Reporting System regarding illegal aggregate extraction and heavy vehicle activity near beaches.
4. Inter-Agency Enforcement: Establish a direct, coordinated rapid-response team combining the Department of Environment, Physical Planning, and the RAPF to issue immediate stop-notices and file criminal charges against offenders if need be.
