MEDIA STATEMENT _________________________________________________________________ STATEMENT ON THE CALL FOR REVIEW FOR IKHASAS GROUP’S FRASER’S HILL RESORT & SPA PLAN 30th July 2020
The people of Fraser’s Hill were shocked by the complete demolition of the Maybank Lodge and Jelai Resort two weeks ago. There is no signboard up to this day to explain about the project nor has there been a dialogue or even an announcement about the plan. As a society with a mission to promote and preserve Fraser’s Hill’s nature and heritage, we feel obliged to spearhead a campaign for answers and for a review of the design and plan for this project by the developer iKHASAS Group. After researching and contacting relevant parties to acquire enough information we hereby release our media statement.
What makes Fraser’s Hill unique are two main things - nature and heritage. Without these two Fraser’s Hill is not Fraser’s Hill. We support and encourage all efforts to upgrade Fraser’s Hill in line with the nature of the Hill and ecotourism. A resort & spa could add value to the hill, however a 14 storey building with 181 rooms and with a design and scale that do not fit the location is extremely worrying. Furthermore, the planning permission for this project was granted without a submission of an Environmental Impact Assessment report to the Department of Environment.
Below are our concerns:
1. We are devastated that a heritage building (Maybank Lodge) was demolished because of this project.
2. No consideration for the fact that the site was the most popular birdwatching site in the whole of the hill.
3. No consideration that the site is only a few metres away from Allan’s Water (the former water catchment area), now an active recreational lake that is surrounded by the rainforest with a trekking trail. It is the only lake in Fraser’s Hill and the second most visited attraction on the hill.
4. It is not a secret that Fraser’s Hill is prone to landslides, the scale of this project is also worrying in this respect. Though the project will be on two existing developed sites, the impact of the construction work itself on the soil especially being next to a wetland is a concern.
5. Impact on surrounding wild life is also a huge concern. Fraser’s Hill has never seen a building construction this tall. Thanks to the efforts of WWF and UKM, Fraser’s Hill is on its way to achieving State Park status because of its rich Forest Complex. The hill is also internationally recognised as a magnificent bird sanctuary. For over 30 years The Fraser’s Hill International Bird Race gathers birdwatchers and visitors in droves annually, so much so that the Bird Race and birdwatching activity is synonymous with Fraser’s Hill.
6. We are equally concerned about the social and economic impact this project plan will have on the hill. As it is, businesses in Fraser's Hill struggle to survive. In peak seasons, even without hotels and bungalows being fully booked the hill gets congested with visitors. The capacity of the hill is limited in all aspects, there is just simply not enough space for too many vehicles and people on the hill even without an extra 181 rooms and the visitors that might or might not come with it. Since forever the hill has been struggling with electricity supply, phone coverage and internet coverage. It's hard to believe that this project will not affect everyone on the hill.
It is regretted that the project did not consider all these important elements before causing great loss. Even before the commencement of the construction, two very important features of Fraser’s Hill have been loss due to this surprise project - A heritage bungalow and Fraser’s Hill’s most popular birdwatching site. We would hate to see further destruction especially now that it has come to light that iKHASAS has acquired another heritage bungalow namely Mallaig Bungalow which belonged to the Shell Company.
The design and scale of this project is not only against what we, the society or locals believe is what’s best for our hill. It is also against the National Ecotourism Plan 2016-2025 as set out by the Ministry of Tourism Malaysia, as well as conflicting with the commitment of the State of Pahang as stated many times by the former Chief Minister of Pahang YAB Dato’ Seri Haji Adnan Yaakob and the current Chief Minister of Pahang YAB Dato’ Sri Wan Rosdy Wan Ismail.
We appeal to all the relevant parties, iKHASAS Group, Majlis Daerah Raub, Majlis Daerah Hulu Selangor, Perbadanan Kemajuan Bukit Fraser (Tourism Pahang), Kementerian Pelancongan, Seni dan Budaya Malaysia, Jabatan Alam Sekitar, Jabatan Warisan Negara, Jabatan Perhilitan, Pahang State Government and others to take this matter seriously.

KENYATAAN PERMINTAAN PENILAIAN SEMULA BAGI PELAN BANGUNAN FRASER’S HILL RESORT & SPA iKHASAS GROUP

Warga Bukit Fraser dikejutkan dengan aktiviti meroboh sepenuhnya bangunan Maybank Lodge dan Jelai Resort dua minggu yang lalu. Tidak ada papan tanda sehingga hari ini untuk menjelaskan mengenai projek ini, juga sehingga kini tiada dialog atau pengumuman mengenai rancangan pembinaan ini diadakan. Sebagai sebuah persatuan dengan misi untuk mempromosikan dan memelihara alam dan warisan Bukit Fraser, kami merasa berkewajiban untuk menerajui kempen mendapatkan jawapan serta kempen mengkaji semula rekabentuk dan rancangan projek ini oleh pemaju iKHASAS Group. Setelah meneliti dan menghubungi pihak-pihak yang berkenaan untuk memperolehi maklumat yang mencukupi, kami dengan ini mengeluarkan kenyataan media kami.
Apa yang menjadikan Bukit Fraser unik adalah dua perkara utama - alam dan warisan. Tanpa kedua-dua ini Bukit Fraser bukanlah Bukit Fraser. Kami menyokong dan mendorong semua usaha untuk menaik taraf Bukit Fraser sesuai dengan sifat Bukit Fraser dan ekopelancongan. Resort & spa boleh menambah nilai bukit, namun bangunan 14 tingkat dengan 181 bilik dan dengan reka bentuk dan skala yang tidak sesuai dengan lokasi sangat membimbangkan. Selanjutnya, kebenaran merancang untuk projek ini diberikan tanpa penyerahan laporan Penilaian Impak Alam Sekitar ke Jabatan Alam Sekitar.
Berikut adalah kebimbangan kami:
1. Kami amat berdukacita kerana bangunan warisan (Maybank Lodge) dirobohkan kerana projek ini.
2. Tidak ada pertimbangan terhadap lokasi pembangunan yang berkedudukan di kawasan pemerhatian burung yang paling popular di seluruh Bukit Fraser.
3. Tidak ada pertimbangan terhadap lokasi pembangunan yang berkedudukan hanya beberapa meter dari Allan's Water (bekas kawasan tadahan air), kini sebuah tasik rekreasi aktif yang dikelilingi oleh hutan hujan tropika dengan jejak trek hutan. Ia adalah satu-satunya tasik di Bukit Fraser dan tarikan kedua terpenting dan yang paling kerap dikunjungi di Bukit Fraser.
4. Ia bukanlah rahsia bahawa Bukit Fraser sering menghadapi masalah tanah runtuh, skala projek ini juga membimbangkan kami dalam hal ini. Walaupun projek ini akan berada di dua tapak yang pernah dimajukan, kesan kerja pembinaan itu sendiri ke atas tanah terutama kerana berada di sebelah lahan basah turut menjadi kebimbangan.
5. Kesan terhadap kehidupan liar di sekitarnya juga menjadi kerisaun kami. Bukit Fraser tidak pernah melihat pembinaan setinggi ini. Berkat usaha WWF dan UKM, Bukit Fraser sedang dalam proses untuk mencapai status Taman Negara kerana Kompleks Hutannya yang sangat kaya. Bukit ini juga diakui di peringkat antarabangsa sebagai tempat perlindungan burung yang luar biasa. Selama lebih dari 30 tahun Fraser's Hill International Bird Race mengumpulkan pemerhati burung dan pengunjung secara berkala setiap tahun, sehinggakan aktiviti Bird Race dan birdwatching tidak boleh dipisahkan dengan Bukit Fraser.
6. Kami turut prihatin terhadap kesan sosial dan ekonomi yang akan dirasakan disebabkan rancangan projek ini. Perniagaan di Bukit Fraser rata-rata harus berusaha keras dan tidak terlalu stabil. Pada musim cuti, walaupun tanpa hotel dan banglo ditempah sepenuhnya, Bukit Fraser sering sesak dengan pengunjung. Kapasiti bukit ini adalah terhad dalam semua aspek, tidak ada cukup ruang untuk terlalu banyak kenderaan dan orang ramai, walaupun tanpa 181 bilik tambahan dan pengunjung yang mungkin atau mungkin tidak ada. Selama kewujudan Bukit Fraser, ia bergelut dengan bekalan elektrik, liputan telefon dan liputan internet. Sukar untuk mempercayai bahawa projek ini tidak akan mempunyai impak terhadap semua orang di Bukit Fraser.
Kami Amat berdukacita kerana projek ini tidak mempertimbangkan semua elemen penting yang kami nyatakan ini sebelum menyebabkan kerugian besar. Bahkan sebelum permulaan pembinaan, dua ciri yang sangat penting di Bukit Fraser telah pun hilang kerana projek kejutan ini - sebuah banglo warisan dan laman pemerhatian burung yang paling popular di Bukit Fraser. Kami berharap tiada lagi kehancuran selanjutnya terutama apabila telah terungkap bahawa iKHASAS Group turut telah membeli sebuah lagi banglo warisan iaitu Mallaig Bungalow milik Syarikat Shell dahulu.
Reka bentuk dan skala projek ini tidak hanya bertentangan dengan apa yang kita, masyarakat atau penduduk tempatan percaya yang terbaik untuk bukit kami. Ia juga bertentangan dengan Pelan Ekopelancongan Nasional 2016-2025 yang ditetapkan oleh Kementerian Pelancongan Malaysia, dan juga bertentangan dengan komitmen Negeri Pahang seperti yang dinyatakan berkali-kali oleh mantan Menteri Besar Pahang YAB Dato 'Seri Haji Adnan Yaakob dan Ketua Menteri Pahang sekarang YAB Dato 'Sri Wan Rosdy Wan Ismail.
Kami memohon kepada semua pihak yang berkenaan, iKHASAS Group, Majlis Daerah Raub, Majlis Daerah Hulu Selangor, Perbadanan Kemajuan Bukit Fraser (Pelancongan Pahang), Kementerian Pelancongan, Seni dan Budaya Malaysia, Jabatan Alam Sekitar, Jabatan Warisan Negara, Jabatan Perhilitan, Kerajaan Negeri Pahang dan lain-lain untuk mengambil serius perkara ini.
