The MSBA is denying any responsibility for not financing a new high school for Lowell. They were manipulated by the former Mayor, Ed Kennedy, and 3 other council members who live in Belvidere. The school committee also shares the responsibility by suing the council for the right to decide the location, and losing. The MSBA abused their power, and are ultimately responsible.
