
Dear everyone & Municipality of Standard:
As most people already knew, I, Peter Pan, brought my two little girls from Montreal Quebec to relocate and settle in this village in 2012 when the municipality of Standard encouraged me to move in here as they told me that it is the only restaurant-bar hotel in this village, which has no competition. With a promise by the previous mayor Alan Larson, I gave-up and lost $3,000 deposit for the Haileybury Beach Motel in Ontario, and moved to village of Standard here.
For nine years long, it seems I still didn’t settle down since the municipality of Standard had non-stop harassing me till recently by linked my hotel for public auction, which made me no choice, but I have to bring the municipal of Standard to the Alberta Ombudsman, Alberta Human Rights Commission (AHRC), and to the Court of Queen’s Bench Drumheller. Finally I won the case.
Today, rumors started: “Peter is crazy to against the whole village…” Is this true? No, this is not TRUE!! I was only against the municipality of Standard because they overused their powers, abused Municipal ACT although they are the law enforcer, to ruin me and my family life, and my business as well. I didn’t do anything against any residents of the village.
Most people could still recall the year 2014, when the municipality did non-stop harassing me and my business. Therefore, FM 99.5 Drumheller Radio Station broadcasted my situation on the air, which also published on their website; Newspaper Strathmore Standard put my trouble stories to the community section at the time.
Some of my customers felt this was really unfair, and they helped me to call the Minister Alberta Municipal Affair, Alberta Ombudsman, and Alberta Human Rights Commission. Me Randal Jarvis assisted me to submit my complaints, but due to the fake statements of the municipality of Standard, my complaints were dismissed although I submitted with a punch of evidences:
1. Dumped street snow on my both properties, but they never dumped street snow to any other civilians’ properties;
2. Requested a permit for my hotel's existing patio renovation. When I applied and paid it, they sent me a refusal. The end result was I didn’t need a permit as the building inspector confirmed;
3. Kept calling all kinds of inspectors, trying to put me into troubles, in turn, all the inspectors stand on my side since I had no problem at;
4. to apply historical site once I completed my purchase of this hotel, but they reversed and sent me a refusal letter even I paid $3,000 processing fees as they requested;
5. Offer to pay annual fees for the Boomtown Trail tourism routes website, they giving a meaningless excuse that they have to spend each tax dollars in a good way, even I was the one offering to pay for;
6. Refused to reduce the property tax of the hotel even though my family is living inside the hotel. They sent a property analyzer trying to increase my tax. Although the property analyzer concluded a 20% down on the residential portion, but they still charge the same;
7. The mayor, Alan Larson, convinced locals to open another restaurant on highway 814, and sent someone to tell me that I have to reduce my price…
8. The grocery store started to serve lunch, the arena food lounge started to extend services from March till end of June each year whenever Yvette April taking place;
9. The mayor Alan Larson gave a cheaper rent and convinced my tenant to break my rental contract though signed. The tenant directly told me that he got cheaper rental from Alan’s relative;
10. mayor, Alan Larson asked everyone not coming to my business, and also sent rumors. My health inspector had to help me to correct the rumors around from Strathmore to Drumheller;
11. people to threaten me that in history no one will stay more than two year in this village if they don’t like this person(s). asked me just simply move away to somewhere else;
12. Sent people to threaten me to empty my pocket money and kick me out if I still refused to move away from this village; then at the same time started all kind of rumors;
13. Sent two spies and minors in my bar, and called RCMP claiming that I served alcohol to minors, which AGLC took half year of investigation, finally informed me that I have no problem;
14. The worst was that the municipality of Standard created a legal harassment when someone dropped his mobile house on my hotel property without my permission, which I even didn’t pay a penny;
15. When I brought some investors in and I was the first one to put an offer taking over the old school property to create a new project, they just simply took it over and turned it down to ground;
16. As law enforcer, the municipality of Standard abused Municipal Act s610 to charge me $15 per day even when they already the legal owner after 30 days holding the mobile house;
17. Moreover, the municipality of Standard hid the mobile house daily charges into my hotel property tax; made it looks like I have an outstanding property tax;
18. When I sent an invoice to the municipality of Standard for illegally dumping street snow on my both properties, they just simply ignored since I have no lawyer;
19. I repeatedly requested the municipality of Standard to bring me to the court if they believed I should pay for the storage charges plus the moving costs, they just simply linked my hotel for public auction without any legal procedures…
NOT FINISHED YET WHEN I BROUGHT THE MUNICIPALITY TO THE COURT OF QUEEN’S BENCH:
1. When AHRC request the Municipality of Standard to respond to my complaint, on the one hand, they issued an unreasonable settlement and requested me to pay sum amount to the village office, then immediately withdraw my complaint with AHRC; on the other hand, they sent a statement to convince the AHRC to dismiss my complaint and claimed that I am a difficult person to deal with;
2. On the cross-examination, the municipality of Standard testimony at the court that mobile house and skid-shack need to apply develop permit, but when the mobile house incidentally dropped on my hotel property, the municipal of Standard clearly claimed that the skid-shack is not allowed in this village bylaw of village of Standard;
3. When my bar got a robbery on year 2020, instead of sending someone to check if I need a kind help, the municipality of Standard sent the Peace Metal Recycling company took away my vending machine that I used to block the bar entrance temporarily, then they threatened me that they would send me an expense to pay. When I reported to the RCMP for my vending machine stolen, the municipality of Standard lied to the RCMP and they claimed that they sent a notice to me before they removed, but there was no such a notice existing;
4. When I already fired my previous lawyers, the municipality of Standard together with my previous lawyers put pressure on me, and filed a cross-examination on me immediately since I had no lawyers at the time. They threatened me that I would get a big lawsuit because I started my petition and published the harassment that I received on social media such as Facebook, CBC, and etc.;
5. Sent different inspectors to my business, which was just repeating the same as 2013 once I started to renovate my previous patio. Somehow the safety codes inspector who found the water damages from the hole when the municipality of Standard left over the front of my hotel property; even two piece of cement sidewalks are sinking;
6. When the village started redoing the water and sewer system, the municipality of Standard still wanted to install the safe wheel bar to my hotel sidewalk instead of just simply raising up the road, I have to argue again to stop them. But when I multiply requested to have sidewalk on my residential property side, they used excuses that the village didn’t have the budget to do so this time and simply refused;
7. On the one hand, the municipality of Standard convinced people shopping in local businesses since our community is dying; on the other hand, they built an extra building connected with the arena, created another bar lounge to against my business, to steal all the customers from me, and then used a great excuse “has competition is good”; note that the owner of the Carol’s Lounge is the deputy mayor of this village…
8. Please simply get into the village official website, you will see all the local businesses are well promoted; but whenever you look at Standard Hotel ad, there is minimized information on the website—it even no mention that this hotel is a historical awareness that built since 1914, and local communities used to use the hotel to have business trading, social communication and activities. They never realized that trying to save this hotel was a part of Danish community history.
9. When I tried to communicate with the new mayor Mr. Joe Pedersen when Mr. Alan Larsen resigned, Mr. Pedersen used excuses and claimed what I communicated with him was his personal email address, but he even didn’t notice that the email address I got was from the village office, which he claimed his personal email address calgarynewstips@cbc.ca was published on the village official website;
10. I had a hope after the municipality election and wished it might have some changes, somehow till today I even never saw the new mayor Mr. Martin Gauthier once. Moreover, my access to the Standard Alberta Community Bulletin Board was blocked, which I never able to update about my business, although they brought me back recently, but they just controlling what kind post is allowed or not;
11. Then just simply looking at the village new technology of electronic poster on the wall at Carol’s Lounge / Arena, you may see every local business are promoting, on which Carol’s Lounge is remarkably listed with the owner—deputy mayor huge personal photo, however, you wouldn’t be surprised that Standard Hotel is never listed there;
12. While the municipality of Standard yelled-out to the public “SHOPPING IN LOCALS, OUR COMMUNITY IS DYING”, somehow, they never treated my business as local business as others. My Hotel has been struggling since 2012, so I have to keep injecting my personal savings, even my monthly retirement income, to survive this hotel till today…
13. If anyone noticed that my kids Diana and Angelina both moved out a year ago, since both of them couldn’t handle the pressure that the municipality of Standard applied on me and my business, they were never happy in this horrible daily living environment …
14. After recent years of horrible harassment, people might notice the great change on my personal health: people were shocked when they saw me on the first day I reopen my business in August last year (I closed my business since March 2020 when the Covid-19 started), a usual strong man has become a weak senior with full white hairs.
15. Mr. Jason Knibb described to his workers in my bar, “I still recalled that when Peter just took over this hotel, he was a happy handsome man, even over a year ago when he went to my company identify the mobile house that the village office storage on my company property, he still looks okay and has his black hairs, and I really can’t image the stress could destroy him that quick. I have no idea why the village office has to give him such hard time…”;
Moreover, rumors started again: “PETER IS CRAZY TO AGAINST THE WHOLE VILLAGE…”. Dear everyone, all of you can witness that listed above. Now let’s look toward that I tried and I would like to do as listed below:
COOPERATING BY PETER’S SIDE WITH:
1. Brought in half million invested into this village immediately once I got a promise by the previous mayor Alan Larsen to complete the purchase of Standard Hotel in 2012;
2. Raised up $2.00 per hour of salaries for each employee from the previous owner, which I still got bullied and we have to called RCMP to stop them, otherwise customers can’t get in;
3. Paid salary to train the local from zero knowledge to be a cook, which the person who abused my business when I was away down to Montreal;
4. Created several food events for the locals, each year sent gifts away to the locals, donated several times in cash to the local communities without receipts;
5. Took a word to support local business, which I gave a renovating my house down in Montreal to the locals, totally I got damaged over $150,000, which they even tried to claiming more;
6. Tried to save the hotel to be historical site, which blocked by the municipality of Standard, even they blocked me to pay annual fees of Boomtown Trail tourism route;
7. Tried to take over the old school property, to create a Nature Hearing Recovery Healing Comfort / Senior Retirement Centre (stopped by the municipality of Standard);
8. Mini Andersen Fairytale Museum Park with a gift shop; was intentionally create with the Memory Trail with Water Park together (the municipality of Standard has no respond);
9. Tech-Agriculture & Aquaculture intentionally supplying to my hotel, and the locals to have better products of food supplies (invest more from my personal savings with No. 8, 9, 10);
10. To avoid bad computation, my hotel dining changing for a new concept to have grill / hot-pot in the dining-room and to the patio as well;
11. Create family & single dating events with regular basis to fulfill and entertaining to the society, cheer up the people and business in order to create better living environment;
12. Bring more investors and proposal to use the residential develop land to create Danish style of Artist village (this is the second time I try to bring in investors);
13. Use some land to create medical clinic and official daycare to complete some missing services and try to encourage young families to settle in this village;
14. Create an annual International Artist Exhibition Festival from June to September in order to cheer up the local economy and create more job opportunities for locals.
Life is so short. I still remember whenever I had a tough time at the time, some locals drop huge tips to show their appreciation for staying here, even just recently some locals dropped huge tips and wish me continually stay after I won the case of the legal harassment. Yes, I try to turn over the page by doing something better to return this community. Especially, thank provincial officer Mr. Was Classen for his assistance, AHRC help and CBC promotion. It could be a great opportunity for us to work together to rebuild a better lifestyle, better living environment and benefit all of us, to change the image, support each other, and live with happiness.
