Bad Behavior Wastes our Tax Dollars

Recently Hong Kong has begun to crack down on the excessive fees that many agencies who handle the processing of domestic workers charge.  This is a great step in the right direction, but they have been slow to act on other labour and employment violations by these firms.  Those businesses are costing us all money.  And they cost us money over and over again because the government refuses to shut these bad businesses down.  Hong Kong people deserve to have their tax dollars used in better ways.

For those of you familiar with Baby Jane’s case, filing her complaints, including the complaint against the agency that lied to her about Hong Kong regulations, has involved at least 12 different people at 4 different departments of government.  We’ve spent hours in government offices and haven’t even started Labour Tribunal or the Employment Agency hearings.  For us as taxpayers this is a terrible use of government funds.  These bad businesses are repeat offenders.  When we spoke with attorneys and industry experts, the agency that Baby Jane used was widely known to be a repeat offender but hard to prosecute because the government doesn’t regularly take action against firms unless there are monetary charges involved. 

In Baby Jane’s case, she was forced to pay excessive fees on top of being misled about the regulations of Hong Kong and her rights.  But because those fees were charged and paid in the Philippines, Hong Kong authorities have no ability to prosecute these repeat offenders.

Bad Behavior Hurts our Employees

Domestic workers like Baby Jane are critical to our families.  Many of us are able to do the work we do because of domestic support at home.  All employees who live and work in Hong Kong, regardless of where they are from, deserve to be treated fairly and protected under the law.  The stress put on helpers by the fees and abuse form agencies makes them distracted and less productive.  Our employees in the home can do their jobs better if they are not under pressure and heavy fees from their agencies.

Bad Behavior Hurts Our Economy

Domestic workers like Baby Jane are critical to our economy.   A recent study shows that in Hong Kong domestic workers add a staggering HK$98.02billion (US$12.6 billion) to Hong Kong’s economy representing 3.6% of the city’s gross domestic product.  Predatory businesses that take advantage of domestic workers and reduce their productivity hurt our economy.  These bad agencies add nothing to our economy.  There are a number of reputable firms out there to place domestic workers. 

The bad agencies need to be shut down by Hong Kong authorities.  Fines and reprimands are simply not enough to deter bad behavior or protect worker rights.  Any agency with multiple substantiated complaints or violations should permanently lose their license.
