It has come to our attention that the staff members in question regarding this matter do not appear to have the licensure to be employed in the positions they have been employed, or to instruct the populations which have been entrusted to instruct.

To instruct Physical Education as a self-contained course to elementary level students, an educator in Illinois is required to hold a Physical Education (PE) endorsement; records obtained through ELIS do not reflect Kim Kirby possesses this endorsement.

To instruct any students with “CrossCat/SPED” designation, an educator in Illinois is required to hold a Learning Behavior Specialist 1 (LBS1) endorsement; records obtained through the Educator Licensure Information System (ELIS) do not reflect Jen Oitker or Kim Kirby possess this endorsement.

To instruct Physical Education as a self-contained course to elementary level students, an educator in Illinois is required to hold a Physical Education (PE) endorsement; records obtained through ELIS do not reflect Kim Kirby possesses this endorsement.

To instruct PE as a self-contained course to Kindergarten level students, an educator in Illinois is licensed to instruct this level without an Early Childhood Education (ECE) endorsement if they hold the PE endorsement; records obtained through ELIS do not reflect Kim Kirby possesses either the PE endorsement or the ECE endorsement.

It is our understanding and belief Jen Oitker is not licensed to teach students with CrossCat/SPED designation. It is our understanding and belief Kim Kirby is not licensed to teach students with CrossCat/SPED designation, to teach students in Kindergarten, or to teach Physical Education as a self-contained course at any level.

It is our understanding and belief none of the transfer paperwork or licensure indicates Kim Kirby held any Physical Education endorsement equivalent or LBS1 endorsement equivalent in Missouri or any other state.

We urge Quincy Public School District 172 to publicly disclose any pertinent licensure information concerning these two individuals that would provide evidence they are properly licensed to be lawfully employed in the State of Illinois for the positions in which they have been placed by QPS SD 172.
