Currently, natural gas utilities are not prohibited from passing down the cost of gas leaks to their customers. Not only is this unfair to consumers, but it disincentivizes utilities to fix methane gas leaks. Methane is a highly potent greenhouse gas that contributes to climate change. Mandating that natural gas utilities bear the cost burden of natural gas leaks would decrease gas companies’ response times for fixing leaks. This would also align with the goals of the City of Providence’s Climate Justice Plan, which recommended that the Rhode Island State Legislature develop policies to ensure natural gas companies’ leak accountability.
