We started this petition after tragedies like the killing of Renée Goode and the Miramar Martinez shooting — moments where enforcement encounters turned deadly. It has become repetitive pattern of violence.

These were not isolated incidents. They happened within a system that often forces aggressive action, limits discretion, and increases high-risk encounters.

A 1996 law — the Illegal Immigration Reform and Immigrant Responsibility Act (IIRIRA) — encourages automatic arrests and detention, even when de-escalation or alternative responses could reduce danger.

Reforming this law would not end immigration enforcement. It would:

Restore discretion
Reduce mandatory detention
Limit unnecessary enforcement encounters
Allow safer, more restrained responses
Fewer forced encounters mean fewer chances for violence.

Our goal is prevention: changing the system so tragedies like these are less likely to happen again.
