It is with heavy hearts and righteous anger that we issue this appeal. On March 1, Saturday, at noon, in a community garden in Quzhou, Zhejiang Province, China, a stray cat was brutally killed by a Chinese man Cai. 

 

Cai deliberately lured and captured the cat; as soon as it approached him, he ruthlessly broke its bones by stepping on them, leaving it unable to escape. The cat, which was merely clinging to Cai's slipper, suffered excruciating pain and was eventually killed after having its eyes gouged out. It is particularly heartbreaking that this poor little cat, in its innocence, did not even bite Cai.

 

What is even more horrifying is that Cai belongs to an abuse group that openly admits to killing over three thousand outdoor cats each month. In China, the lack of effective animal protection and anti-cruelty laws has allowed such atrocities to occur with impunity. Shockingly, Cai’s parents—both employed in the medical field—fraudulently issued him a depression certificate to help him avoid legal consequences.

 

Psychological studies indicate that individuals who abuse animals often exhibit emotional disorders and violent tendencies, and such behavior can escalate to violence against humans—especially vulnerable groups like children. If we turn a blind eye to animal cruelty, not only do innocent animals suffer, but society may also be paving the way for future violence against its most defenseless members.

 

We urgently call for:

A Thorough Investigation: Demand that authorities fully investigate this brutal incident and hold all responsible parties accountable under the law.

Stronger Animal Protection Laws: Urge the government to enact comprehensive animal protection and anti-cruelty legislation to prevent future tragedies.
Enhanced Media Oversight: Request transparent and in-depth media coverage of this and similar cases to break the information blockade in China.
International Action and Cooperation: Call on international animal protection organizations and global advocates to leverage their influence and pressure Chinese authorities to end animal cruelty.
Public Participation: Every signature, share, and social media post counts. A single poster or tweet can spark change and save countless lives.

Update: 

Since March this year, there have been more cases of public cruelty to animals after Cai was held in administrative detention for just a few days:

Xiamen: A calico kitten was skinned alive and tortured.
Shanghai: A pregnant cat was found with all four limbs severed and later died despite emergency surgery.
Xinjiang: Wukong, the traveling kitten of blogger Zhao Shuo: Officials claim accidental death by rodent ingestion, but three independent veterinary reports rule out a traffic accident, pointing to poisoning or suffocation. GPS data shows a 20-minute blackout before Wukong reappeared 2km away on a deserted road, and his body showed no external trauma.

Behind these tragedies lies a chilling black industry: livestreamed torture and video distribution for money, all under the radar of current regulations.

We demand a full, transparent criminal investigation into Wukong's death, comprehensive national anti-cruelty legislation, and strict enforcement to end this blood-money chain. Thank you all for your participation and support!

mit schwerem Herzen und entschlossener Empörung richten wir diesen Aufruf an Sie. Am 1. März, Samstag, um die Mittagszeit wurde in einem großen Gemeinschaftsgarten eines Wohngebiets in Quzhou, Zhejiang, China, eine Streunerkatze grausam ermordet. 

 

Der Mann heißt Cai, er lockte die Katze absichtlich in eine Falle und fing sie ein; sobald sie sich näherte, zerbrach er ihr rücksichtslos die Knochen, sodass sie nicht mehr entkommen konnte. Die Katze, die lediglich den Schuh des Mannes umklammerte, erlitt unerträgliche Schmerzen und wurde schließlich getötet, nachdem ihr die Augen herausgerissen wurden. Besonders tragisch ist, dass diese arme kleine Katze, so unschuldig wie sie war, Cai nicht einmal gebissen hat.

 

Erschütternd ist, dass Cai einer Tierquälergruppe angehört, die offen zugibt, jeden Monat über dreitausend im Freien lebende Katzen zu töten. In China fehlen effektive Tierschutz- und Anti-Quälereigesetze, was solche Verbrechen begünstigt. Zudem haben die Eltern des Täters, beide im medizinischen Bereich tätig, ihm betrügerisch ein Depressionszertifikat ausgestellt, um ihn der Verantwortung zu entziehen.

 

Wir fordern dringend:

Eine gründliche Untersuchung: Die Behörden müssen diesen brutalen Vorfall umfassend untersuchen und alle Verantwortlichen- von dem Täter bis zu denjenigen, die diesen Akt ermöglicht haben- zur Rechenschaft ziehen.
Stärkere Tierschutzgesetze: Die Regierung ist aufgefordert, umfassende Tierschutz- und Anti-Quälereigesetze zu erlassen, um Tiere zu schützen und zukünftige Tragödien zu verhindern.
Mehr Transparenz in den Medien: Wir fordern eine offene und tiefgehende Berichterstattung über diesen und ähnliche Fälle, um die in China bestehende Informationsblockade zu durchbrechen.
Internationale Aktion und Zusammenarbeit: Rufen Sie internationale Tierschutzorganisationen und engagierte Bürger weltweit dazu auf, ihren Einfluss zu nutzen und Druck auf die chinesischen Behörden auszuüben, um Tierquälerei ein Ende zu bereiten.

Update:

Seit März dieses Jahres gab es weitere Fälle von öffentlicher Tierquälerei, nachdem Cai nur wenige Tage in Verwaltungshaft genommen worden war:

Xiamen: Ein Kattun-Kätzchen wurde bei lebendigem Leib gehäutet und gequält.
Shanghai: Eine trächtige Katze wurde mit abgetrennten Gliedmaßen aufgefunden und starb später trotz Notoperation.
Xinjiang: Wukong, das reisende Kätzchen des Bloggers Zhao Shuo: Die Behörden behaupten einen Unfalltod durch Verschlucken von Nagetieren, aber drei unabhängige tierärztliche Gutachten schließen einen Verkehrsunfall aus und deuten auf Vergiftung oder Erstickung hin.   Die GPS-Daten zeigen einen 20-minütigen Stromausfall, bevor Wukong 2 km entfernt auf einer verlassenen Straße wieder auftauchte, und sein Körper wies keine äußeren Verletzungen auf.

Hinter diesen Tragödien verbirgt sich eine schaurige Schwarzindustrie: Folterungen per Livestream und Videoverbreitung gegen Geld, alles unter dem Radar der geltenden Vorschriften.

Wir fordern eine vollständige, transparente strafrechtliche Untersuchung von Wukongs Tod, eine umfassende nationale Gesetzgebung gegen Tierquälerei und eine strikte Durchsetzung, um diese Blutgeldkette zu beenden. Vielen Dank an alle für Ihre Teilnahme und Unterstützung!

 

 

 

 

 

 

• The kitten, named Xiaobai, which means snow, was unable to escape at the time and simply kept clinging to Cai's slipper rather than attacking him while being abused.

 

 

 

 

 

 

• Xiaobai experienced execution-style tortures, its limbs were broken, its stomach and internal organs were trampled, its eyes were gouged out by Cai when it was on the verge of death, and finally it was thrown onto the lawn to wait for its death in agonizing pain. It survived the cold winter but died before the spring.

 

 

 

 

 

 

• Many residents at the time tried to stop the abuse to save the kitten, but Cai, with a knife, verbally abused everyone and threatened to kill the entire family of the person who saved the kitten. After it happened, a living cat in Cai's home was rescued by local police and animal advocates, but videos of surgical instruments for abusing and his previous cats-abusing documented on the Internet have been blocked.

 

 

 

• Wukong, an adopted stray kitten who followed blogger Zhao Shuo on his travels through northwestern China and was known as the Electronic Healing Kitten by millions of Chinese netizens, was offered a bounty for abuse by a cat-abuse organization and died a bizarre death on April 15 of this year; his body was found on an abandoned highway.

!!!Shenyang Cat Cafe Torture Case

On August 3, 2025, Feiyuan Deng, allegedly an employee of Shenyang Railway, tortured six kittens at Baoying Cat Cafe, Liaoning. Surveillance footage shows her slamming kittens’ heads, throwing them against the floor, and twisting their bodies, resulting in 4 deaths and 2 critical injuries with symptoms including bleeding and incontinence. Multiple cafe owners identified her as a repeat offender—she was expelled from another cat cafe for abuse just one day prior.

Feiyuan Deng said she brutally murdered kittens that were only a month or two old because she was in a bad mood. Police could only fill a property damage case, as China lacks an anti-animal cruelty law to criminalize torture itself. So far, she has not been subject to any penalties.
