Environmental impact study.

If the council wants to make these changes, they should conduct an environmental impact study to find out how these changes will impact local wild life. And more importantly, they need to address the illegal dumping of waste in the hills and along the highways (at truck arrester bays etc.), before reducing the already overworked waste disposal systems in place.
