In June Harrow Council's Planning Committee voted to approve the planning application but this was subject to agreement on a Community Use Agreement (CUA) and referral to the Mayor of London. In September the CUA was accepted by the Planning Committee and we stepped up our lobbying of the Greater London Authority (GLA). We believe that the case against the proposed MOL treatment is strong, and we hope that the Mayor will direct Harrow Council to refuse the application. We understand that the referral is on hold with discussions ongoing. To change MOL boundaries requires a change at the Local Plan level. There is an opportunity for local residents and local businesses to determine this in a Neighbourhood Plan. Application to establish a Neighbourhood Forum in order to be able to write a Neighbourhood Plan for the Hill has been made to Harrow Council and there is a consultation underway until 13 December.
