Six new documents, two of which are notices, one is a revised community users agreement, and others are about the new treatment proposed for the Metropolitan Open Land (MOL) have been posted online under application P/1940/16. The Planning Officer's report submitted for the meeting of 26 April unilaterally changed the treatment of the MOL, REPLACING THE APPLICANT'S OWN SUBMISSION for an MOL 'swap' with a proposal to build on MOL and to extend the MOL. Previously with a 'swap' it meant that the site for the sports hall and conference centre was 'swapped out' of being on MOL such that the building was not actually development of MOL. All documents up until that change, where they referred to MOL, consistently said that actually building on MOL was inappropriate and hence harmful and the GLA said the swap subject to stringent conditions was one of many factors which were needed. This treatment plan and rationale was consistently documented by the SPD, the Council, the GLA and the applicant. Now it is proposed to actually build on MOL and provide the old swapped in area as an extension. We also presented detailed analysis that the satisfaction of the very stringent conditions set for the swap had not been accurately presented and clearly not been met and that a brownfield option using some non-MOL land was far superior and better reflected MOL policy.
