Thousands of animals are killed in Horry County's shelter every year and every day we do nothing more die.  Target Zero is a consulting group working  to lower euthanasia rates. Target Zero  would make suggestions, make a plan for the shelter and help them apply for grants at no cost to the county or taxpayers yet twice Horry County city council has rejected this free offer.  Their explanation, "We're different."
