A three-judge panel of the Fourth Circuit Court of Appeals held that Charles Ray Finch has demonstrated his actual innocence. Ray is 80 years old and no threat to society. He has been wrongly incarcerated for 42 years, and he remains in prison despite the 4th Circuit's Opinion. He should be released immediately, and a pardon from Governor Roy Cooper would finally end Ray's and his family's 42 year nightmare.
