PDVSA prepare for oil storage transfer?

News reports have recently surfaced of Venezuelan national oil company PDVSA making arrangements for a crude oil transfer from the damaged FSO Nabarima,

The Aframax Icaro is en route to Port of Guiria to participate in the ship to ship transfer however details of the transfer are still unknown.

According to the vessel information on marine tracking sites, the Icaro has approximately half the storage capacity of the Nabarima. It therefore remains to be seen how PDVSA will handle the transfer of the 1.3 million barrels on board.
