Dear Google, Facebook and Twitter
Andrea Brillantes is a talented young actress who just turned 12 years old on March 2015. On July 10, a rumored sex video was uploaded to Facebook and immediately trended on Twitter. Three days later, it's still the top popular topic on YouTube Philippines.
Real or not, she is clearly a minor and a victim of child pornography and social media abuse. This is a crime against a child on a scale unimaginable that will scar her for life.
As the biggest publishers of content, you collectively share a huge responsibility in shaping internet culture. We appeal to your corporate values and common decency to #StopChildPorn NOW!
Together we can DO MORE to detect and deter the spread of pornographic content, especially depicting children.
WHAT YOU CAN DO:
1. Immediately remove posts, media and links pertaining to "Andrea Brillantes Sex Scandal" or related keywords
2. Monitor trends and initiate swift action - be more proactive; do not wait for users to flag content to act
3. Make reporting easier and incentivize whistleblowers - remove friction; enable batch reporting
4. Prioritize anti-child pornography policies - join the global movement to criminalize child pornography
CONSIDER:
Child pornography is illegal and censored in most jurisdictions in the world. Both distribution and possession are now criminal offenses in almost all Western countries. A wide movement is working to globalize the criminalization of child pornography, including major international organizations such as the United Nations and the European Commission. [1]
UNICEF's work is upholding children’s rights, including the right to protection from abuse. In the 1990s, the Philippines adopted a law protecting children from abuse, exploitation and discrimination. However, children remain at an even higher risk of sexual and physical abuse, trafficking and child pornography. [2]
Philippines Republic Act No. 7610: An act providing for stronger deterrence and special protection against child abuse, exploitation and discrimination, and for other purposes. [3]
Republic Act No. 9995 or the Anti-Photo and Video Voyeurism Act of 2009: Taking a photo or video coverage of a person or group of persons performing sexual act. It includes capturing an image of a person’s private parts. Reproduction, copying, selling, or distribution of the photo or video of sexual act. Publishing, broadcasting, showing or exhibiting the photo or video of sexual act. [4]
