This is the response I got from Havering council. Let me know your thoughts of how to take this forward with them.
Thank you for contacting us with your request for a kerbside glass recycling collection and submitting the petitions to support your request. Havering is a waste collection authority, and as such is not directly responsible for recycling and disposal of the materials it collects. This is the responsibility of the East London Waste Authority (ELWA) and its contractor, Renewi.
We are regularly in discussion with ELWA and Renewi to ensure the waste treatment remains as efficient as possible, and also to ensure that new outlets for our waste are investigated. We are always looking to expand on materials collected at the kerbside for recycling but this dictated by our recycling facility / markets as well as cost and practicality. As well as there being a strong local desire to do so, from both within the Council and within our local population, upcoming legislation will also be mandating the collection of glass and we are therefore currently investigating the possibility of introducing glass to our collections in our next contract in 2023, when it will be practically and financially viable to do so.
Despite these current constraints, we have over 50 glass bottle banks located around the Borough and we are grateful that residents use these so well – in fact we collect more glass at these sites than many boroughs that collect at the kerbside. That being said, we know the glass banks are not convenient for everyone to get to, therefore we look forward to being able to add this material to our kerbside collections in the future.
