Provide a legal graffiti art wall in the city of Glasgow

The Issue

This is important as graffiti art is a worldwide cultural movement and inspires generations of people to be creative and it also makes people happy.
Glasgow was nominated European city of culture and it doesn't even have a legal graffiti wall for artists to practice their talents, every other European city embraces graffiti art culture and it encourages tourism to see the murals of these European cities. Not only does graffiti art when done well beautify an area and make it less dull it makes people genuinely happy.
Embracing art and culture is one of Glasgow city councils directives and one of its  proudest achievements so how can it neglect graffiti art this is nothing more than hypocracy.

Other artists are allowed to practice their craft in public without fear of being sentenced to prison. Given a legal area or area's where artists can practice legally would significantly reduce the rate of vandalism on public property and reduce costs for the council in cleaning up graffiti across the city. This has a net positive affect it reduces vandalism, reduces cleaning costs and increases the level of graffiti art where younger painters aspire to the level of the veteran artists.

Giving the people of Glasgow a legal area or areas to paint would also encourage the younger generations to practice art rather than other unsocial behaviours which are common throughout Scotland.
Scotland's other major cities all have legal areas for graffiti writers to paint and practice their art, our nations capital has 5 areas alone, Dundee, Aberdeen, Perth, and Inverness why should the capital of culture be excluded.
