What exactly is SSDI; Social Security Disability Insurance

It's a payroll tax-funded federal insurance program of our U.S. government, payroll taxes that have been either paid into by ones employer or the employee based on a percentage of ones salary, which means that those on SSDI have payed into this program with payroll taxes.  So why are SSDI recipients being left out of the State of California's Stimulus Plans.
